A juvenile red tailed hawk looks over the University Mall from a cedar tree near Founders Hall Wednesday. The Migratory Bird Treaty Act protects red tailed hawks, making it illegal to harm or remove them from their natural habitat. Red tailed hawks have been seen at Brackett Field Airport.
