The Coronavirus Aid, Relief and Economic Security Act, otherwise known as the CARES Act was passed by both chambers of the 116th Congress as House Resolution (H.R.) 748, and signed by former President Trump into law on March 27, 2020. The purpose of the passage of the CARES Act was to provide fast and direct economic assistance for American workers, families, and businesses, because of the economic impact resulting from the Coronavirus pandemic.
Section 18004 of the CARES Act specifically established the Higher Education Emergency Relief Fund (HEERF), which instructs the US Department of Education to allocate funding to eligible institutions of higher education to prevent, prepare for, and respond to costs associated Covid-19. HEERF has become synonymous for the emergency federal support received by American colleges and universities for the disruption of campus operations due to the coronavirus. These are the three primary Acts that were signed into law for HEERF funding, along with the dates and the president that signed them:
- The CARES: Coronavirus Aid, Relief and Economic Security Act, March 27 ,2020, Trump Administration.
- The CRRSAA: Coronavirus Response and Relief Supplemental Appropriations Act, December 27, 2020, Trump Administration.
- The ARP: American Rescue Plan Act, March 11, 2021, Biden Administration.
